One paragraph in the active plan dev-plans/concurrent-agent-workspace.md said the workspace default-branch helper still guesses master and its consumers still take the guess. That stopped being true when allod/tools PR 232 merged, so the paragraph now says the helper fails instead and every consumer names the repair. Text only; nothing on a machine changes. If it is wrong, revert the one commit.

concurrent-agent-workspace: the default-branch helper now fails, not guesses ff2b048be1

allod/tools#126 landed: workspace_repo_default_branch and its Go copies
resolve the branch or fail, and every consumer refuses or reports unknown.
The plan's coordination-hazard note said the consumers still take the
guess; it now says what is true on master.
