Two documents move from the active dev-plans/ and review-prompts/ directories to archive/, beside the older microvm plans already there: the framework adoption plan and its review prompt. Nothing else changes and reports/ is untouched. Nothing builds from this repo, so nothing can break; if the move is wrong, move them back.

Refs allod/strategy#46. Independent of the merge order of the code PRs.

The runtime is withdrawn from the framework, so the plan and prompt join
the older microvm plans in archive/.
