memory.md now names
delegate-implementationas the one skill to read before the first edit on any issue that spans more than one repo or scores R2 or higher, and says why: a session that implements such work alone skips the cross-family review the PR workflow budgets for it. Nothing else changes. What proves it: the paragraph sits in the existing Skills section and points at a skill that exists. If it is wrong, revert.Prompted by allod/tools#182, which was implemented single-handed with no cross-family pass; the owner asked whether the skill had been used, and it had not been read.
