This issue is the merge-rights ledger for this repository. The owner's latest comment here sets, per residual risk class, whether an agent may merge (agent merge) or a human must (human gate); the verify-merge skill reads the latest owner comment before every merge and never writes here. No comment for a class means human gate. A comment may also waive the R2 veto window for this repository.

Promotion: a class earns the next rung after one week with no revert and no coverage gap in the digest. Demotion: any revert of an agent merge puts that class back on human gate at once. The ladder itself is git-workflow.md (Merge Rights) in allod/memory; the probation plan is allod/memory#83.

Until a feature map exists here (vnprc/hashpool#48), the verifier's proof is the checks plus a rerun of each PR's Validation commands.
