Validation

The GPLv3 body is included unmodified (contains the closing "END OF TERMS AND CONDITIONS"); the notice header declares GPL-3.0-or-later in both prose and SPDX form.

Add a top-level LICENSE file placing this repo under GPL-3.0-or-later, implementing the licensing decision recorded in allod/strategy#11. The file opens with a short copyright and SPDX notice (SPDX-License-Identifier: GPL-3.0-or-later) and is followed by the verbatim GNU General Public License version 3 text.
