Moves the consumed-file carve-out plan and its review prompt into archive/. Nothing else changes, and neither file is edited.

The plan was written in July for R3 work, before dev plans were narrowed to R4 only; everything below that is specified by the tracking issue and reviewed as code. Its decisions that were still live — the carve construction, the exact-equality GitHub matcher, and what the new check must witness — are in allod/archetypes#21's body now, so the issue is the single spec and this file no longer competes with it.

It had also gone stale in ways a cold reader could not see: line numbers moved, modules/github-credentials.nix gained a targets argument underneath its fixture recipe, and its Validation said credential-profiles would pass unchanged, which is true of the Forgejo matcher and false of the GitHub one — the matcher the change actually touches.

The archived review prompt's relative link to the plan still resolves after the move, so it is left exactly as written.

The plan was written for R3 work, before dev plans were narrowed to R4 only,
and its live decisions now live in the tracking issue body. Its receipts had
also gone stale: line numbers moved, the github-credentials module gained a
targets argument, and its Validation claimed credential-profiles would pass
unchanged, which holds for the Forgejo matcher and not the GitHub one.

The archived review prompt's relative link still resolves, so neither file
is edited.
