Add a README and a GPL-3.0-or-later LICENSE, implementing allod/strategy#11.

README.md documents the repo's purpose (project direction, development plans, review prompts, and brainstorms) and its directory structure and lifecycle (the active dev-plans/, review-prompts/, and brainstorm/ areas versus archive/) — matching the house style of the existing allod READMEs. LICENSE opens with a short copyright and SPDX notice (SPDX-License-Identifier: GPL-3.0-or-later) followed by the verbatim GNU General Public License version 3 text.

Risk

Adds two documentation/metadata files (README.md, LICENSE); no changes to existing plans, prompts, or notes.

Validation

README claims were verified against the actual directory structure and a sample of documents. LICENSE contains the unmodified GPLv3 body (closing "END OF TERMS AND CONDITIONS" present).
