The allod skill list is moving to a one-line-per-skill format (allod/tools) driven by a new summary: frontmatter field, and none of this repo's six skills has one. The owner also ruled that delegate-implementation dominates the list column and must be cut down to size.

Primary goals:

A summary for every skill — each of the six skills in skills/ gains a summary: frontmatter field of at most 70 characters: the one line a human scanning the list reads. Lower the existing description: texts into summaries; do not pad them back out. The description: field stays exactly as it is — it is the agent's trigger text.
Rename delegate-implementation to delegate-impl — the skill directory, its frontmatter name, and every reference in this repo (README index, memory topic files) move together. Summaries for it must fit the shorter name.

Current state and specifics

Limits are enforced by the allod/tools side (name at most 16, summary at most 70): a validation command exists there once its branch lands, and this PR's done-check is allod skill against this repo exiting 0 with every line within the limits.

Six summaries, one rename, README index touch-up. Out of scope: the tools-side rendering (its own issue), description: text, and ledger.md/memory.md prose beyond the rename references.
